We had a larger than usual attendance and the meeting was adjourned promptly at 8pm.Dan recorded the minutes.

Antenna and transmitter

KOWA-LP is transmitting at approximately one watt. This is due to what is believed to be a blown capacitor in the transmitter amplifier. Several individuals and experts have been working to track down the problem. There was a unanimous vote to spend $158.00 to repair the damaged module so that we can resume normal broadcasts. Currently the signal sounds over modulated if the volume on the mixer board is raised much at all.

Solar Panels

There is still an ongoing effort to find a solar panel set up that we can afford. A grant for same would be better, since it will mean that we can place the antenna on a hill as agreed to in our original plan. DJ's are actively asking for grant writers on the air with this in mind.

Fund raising

There was an ongoing discussion regarding fund raising through events, passing the hat and acquiring a grant writer. Greer wrote a check to pay for a license. Thank you Greer. Media Island is serving beer and collecting the proceeds at an event at the Eagles Hall on March 3rd.

Programs

There is no "safe harbor" for swearing on the air. Fines for indecent, obscene or otherwise objectionable language are based on complaints. Presumably it is the community, then that sets the standard. There is a log-book that is supposed to be in the KOWA room to report such instances.

Several new programmers wiil be starting new shows this week. Raccoon Radio (Karyanne) will be Wednesday from 8pm to 9pm. Another show: Protest Radio will happen every other Tuesday at 7pm. Some of the other DJs will be adjusting their show schedules. Also, Dan will create a comprehensive program schedule that can be read by various DJs to announce what shows are live and what shows and piped in.

There is a plan to host workshops on a new broadcasting program that DJs can use that works better with regards to having piped in programs play at specific times. This is a long process due to the difficulty in training and various scheduling issues.
